Minor cleanup[edit]

I have cleaned up a little.

1.) Except in one case, the article consistently used "govern" in a wrong way. "Govern" usually means "rule, administer, preside over, manage." A few districts do not administer Puxi. Puxi consists of a few districts.

2.) The article makes the common mistake of using "City proper" wrongly. City proper does not refer to downtown or the city center as often erroneously assumed. "City proper" is synonymous with the area within the administrative boundaries of a city. BsBsBs (talk) 16:34, 11 July 2011 (UTC)[reply]
