A question: who assigns the "Kosmos" numbers? Is it the Russians themselves, or is this designation assigned by the U.S. or some other body? -- Impsswoon (talk) 11:40, 19 November 2014 (UTC)[reply]

Russia. By contrast, "2014-028E" was assigned by COSPAR and "39765" was either assigned by NORAD or USSTRATCOM. --W. D. Graham 19:21, 19 November 2014 (UTC)[reply]
