The other five countries are the United Kingdom, Luxembourg, Turkey, Greece, and Colombia.", in Canada, "The Independent Advisory Board for Supreme Court of Canada Judicial Appointments (Advisory Board) is an independent and non-partisan body whose mandate is to provide non-binding merit-based recommendations to the Prime Minister on Supreme Court of Canada appointments.'. Most of the board is not composed of the government. Since it is non binding (even though the advice is followed), does this not contradict the article?
