Recreate?

I notice that it is not possible to create an article here because it has been protected. I would like to consider now that 2 years have passed if this can be created as a disambiguation page? It would be useful to list both the fictional character in Kindergarten Cop as well as John B. Kimble, the senate candidate. Even if the senate candidate is not notable, please deal with the notability there, and otherwise please create a protected redirect to Kindergarten Cop.
