I suspect, but I cannot determine, that this is the same person as Katsuki James Otsuka, who brought suit against the Los Angeles County Registrar of Voters concerning loss of his right to vote, and who won a favorable court opinion in 1966 (see Otsuka v. Hite (1966) 64 C2d 596, http://online.ceb.com/CalCases/C2/64C2d596.htm ).

I also found "James Otsuka" listed as a missing member of the class of 1949 at Earlham College. This is almost certainly the same person, since this is a Quaker school in Richmond, Indiana (the address given on the list of tax refusers on the War Resisters website), and the sketchy information at http://cpti.ws/court_docs/legal/us/uslegal.html identifies his case as being connected to Earlham College. Also, K. James Otsuka is listed on http://4dw.net/socal/1942pjcsr.html as a February 1942 graduate of Pasadena Junior College.

Google search turns up a result apparently about this same James Otsuka (age 28) in the Lima, Ohio, News on Tuesday, January 17, 1950. The article is not freely available online, though.
