Full disclosure: My institute is involved in Universe Awareness, and I have met George Miley a number of times.

Notability not a problem as per WP:ACADEMIC: The symposium in Miley's honour [1] should establish significant impact of his research, and the National Dutch Academy membership (reference on the article page) would also suffice.
