Government's Role[edit]

I don't get what the government's role in FHLBs is. Why do these institutions loan? what is the purpose of the organization?--Chinawhitecotton 03:57, 21 November 2005 (UTC)[reply]

The government's role is to regulate the FHLBs (primarily through the Federal Housing Finance Agency). The original and on-going mission of the FHLB's is to provide low cost funding for member institutions (community banks, thrifts, credit unions, etc.). These member institutions in turn can provide products for community investment, such as housing in the form of mortgages, grants which assist affordable housing and other local community investments. Note that the FHLBs are organized as private cooperatives (GSE status is for its public mission) and therefore are wholly funded by their member institutions who purchase stock to become a member (FHLBs have NEVER received government funds). Because FHLB stocks are not publicly traded (they always maintain their par value), there is never incentive to manipulate reportable income in order to inflate stock value (a motive that existed for both Fannie Mae and Freddie Mac, whose stock was publicly traded and whose executive compensation was tied to stock performance).

Although any sized institution can be a member of an FHLB, most member institutions that utilize the FHLBs are small local community banks. Honest Abe 1 (talk) 17:15, 10 March 2010 (UTC)[reply]

FHLB Community Partnership Award[edit]

Is this the group, the Federal Home Loan Banks, that administers this award? There's no mention of it in the article. In her obituary, it says a friend was a 1999 recipient; I was trying to find more information about it. Searching the 'Net, there are many mentions of FHLB Dallas Community Partnership Awards, but I don't see why my friend, a northeasterner, would be getting an award administered by Dallas banks.
