I don't doubt that Sir Courtney did say that Barbados was the most successful predominantly black country in the world, but it probably showed that he didn't travel much. According to the CIA World Factbook, 3 of the top 12 nations in the world in GDP per head are predominantly black,[1] (Bermuda, Cayman and the BVI). Keyword there is Country (BVI, Cayman Islands, Bermuda, etc.) Those are nations. They can't sign free trade deals outside of the purview of Britain. Also their defense budget is still provided in large part by Britain which Barbados' is not etc. Those territories don't really 100% fully support themselves in the same ways. The Bahamas are highly successful, but the Bahamas hasn't quite developed corporate dominance in the Caribbean region or elsewhere like some of the Barbadian companies like Sagicor, Barbados Shipping and Trading or the alcohol industry in Barbados that has been buying up other Caribbean brands in recent months. Trinidad and Tobago has way more international reach than Barbados being that it now is the largest export of LNG to the USA however T&T needs to bring up its levels of development at the national level.
