The Carpathian Large Carnivore Project was a public project of scientific research performed in cooperation of several national and international organisations. The pure descriptive (text-)content of the webpage of this former project is therefore "public-property", - at least for the use in Wikipedia. On the other hand, it would be a bit difficult to write a totally new text without (or better: leaving out) the main statements and headwords and formulated goals of the programme.

I'm sorry, but there is no such thing as "public property". Text is either explicitly public domain, ineligible for copyright or copyrighted. This particular content is not ineligible and it is not explicitly public domain, so we must by policy presume that it is under copyright.

This article began as a substnatial copy of http://www.clcp.ro/proj/proj-desc.htm, and I'm afraid that your changes have made it an unusable derivative work of that source. For an example of close paraphrasing, consider the following. The source says (formatting omitted):

There are other passages that similarly follow too closely.

While facts are not copyrightable, creative elements of presentation - including both structure and language - are. So that it will not constitute a derivative work, this article should be rewritten in the temporary space that is now linked from the article's front. The essay Wikipedia:Close paraphrasing contains some suggestions for rewriting that may help avoid these issues. The article Wikipedia:Wikipedia Signpost/2009-04-13/Dispatches, while about plagiarism rather than copyright concerns, also contains some suggestions for reusing material from sources that may be helpful, beginning under "Avoiding plagiarism". We may, unfortunately, have to lose some details. This is an unfortunate side effect of the legal reality that we cannot take their creative work without their permission.

Alternatively, if the material can be verified to be public domain or permission is provided, we can use the original text with proper attribution.
