This is poorly worded: "A hydraulic snubber was used in place of the other cylinder." That makes it sound like the snubber somehow has something to do with braking and whether or not to have one or two cylinders per side. It happens to be in the same location and it's possible that the design eliminated the cylinder to make room (I have no idea) but surely it's not a matter of one replacing the other in terms of brake function.
