Hardly every time; only those times when you happen to be commenting on the same RM. By now you know we disagree. That there is only one Billie Frank notable enough currently to have a standalone article on WP is highly relevant as to whether the title should be more WP:PRECISE and less WP:CONCISE than necessary.
