Timeline of EU and U.S. fund freezings[edit]

The inquiry published by the Italian journal L'Espresso affirms Igor Rotenberg had a main Italian property located in è[Mount Argentario]] and covered by a society registered in Vaduz. Its size in prevalent in respect of the other Itlaian estates owned by societies belonging to the Rotenberg family. Apart from that, the property is relevant for the inquiry done by Anna Politkovskaja and the blogger-activist Aleksei Navalny, published by Novaya Gazeta in September 2014.

2) Futhermore, the General Court of the European Union ruled that.

...regards Mr Rotenberg specifically, the Court finds that (1)the reference to ‘Russian decision-makers’,without further details,is toovague and is not sufficient to justify the restrictive measures; (2)the contracts with the Russian State or with State-owned enterprises,from which Mr Rotenberg is said to have benefited,relate to an earlier period than that during which Russian decision-makers, notably President Putin, had started to threaten Ukraine (those contracts relate in particular to the preparations for the Sochi Olympic Games, which were held in the winter of2014);(3)the Council hasnot proved that Mr Rotenberg was favoured by President Putin at the time when the latter took action against Ukraine; and (4)the Council has not been able to prove that Mr Rotenberg was himself a shareholder or majority shareholder in Giprotransmost.

Funds' freezing deliberated in 2014 were anuled in November 2016. On the opposite side, the decision confirmed a series of new grounds added by the Council of Europe in March 2015. To be eventually detailed their value and if it was higher than the 30 milions euro which had been blocked in Italy.

3) the first U.S. fund freezings came into force in the first six months of 2014 and were later confirmed and extended by the Trump's administration.
