With the encouragement of the Lubavitcher Rebbe, he arrived in Harbin in 1913 to serve the city’s three synagogues.
In December 1937, at the first annual Far Eastern Jewish Conference, he was declared ‘Chief Rabbi of the Far East’.
Kiselev led Agudas Chasidei Chabad in Harbin together with Rabbi Daniel Chaskin. During World War II, they assisted many Jewish refugees who had fled to Japan from German-occupied Europe.

Does he need a space ship to be notable?

I've added more, including what he did during World War I, an earlier period than what was discussed in the article prior to my edits.

While this article can be submerged within the Jews of China article, that covers centuries of Jewish experience, I've downstepped it to RABBI-stub, and am about to remove the NOTABILITY HatNote.
