Discretionary vs mandatory spending

I just added three inline citations. How many more dose this artical need before I can remove the following?

The article currently has {{refimprove|date=November 2010}} as the tag for inline citations. Many of the references and external links are either obsolete (2007!!) or not working. Many more inline citations are needed, especially current ones. I will add {{Dead link|date=December 2012}} to dead links. --DThomsen8 (talk) 23:30, 28 December 2012 (UTC)[reply]
