Capsize, Victims and Suspects sections

I can somewhat understand why the capsize is under "Incident", despite the title calling it a "disaster", but victims and suspects are normally sectioned off as separate people, aren't they? There's probably also a better word for "Other" reactions, assuming a call for immigration policy reform isn't already "Political" talk. I have no intention to change these myself, nor argue further, so just consider this something to consider, and please stay safe in deep water, everyone.
