Constitution of 1801

Can anyone corroborate the part of this section that says "It also included plans to import black slaves and free them like indentured slaves." I am wondering if this relates to article 17 of the constitution on the introduction of cultivators. It seems pretty clear that the cultivators in question are plantation owners and managers, many of whom had fled. I can't find anything anywhere about importing indentured laborers, black or otherwise. Pen Lewins (talk) 19:55, 8 December 2010 (UTC)[reply]
