Also found a few publisher misattributions: Operation Good Times, What's the Joke, and Big Hits from BB are Charter and neither seems a reprint by or for Tor; #33 and #42 are Jove. Whence numbers of 1-49?

This is impossible, since Tor didn't exist until 1980. The editor was presumably going by the King Features copyrights ('1966, 1967' in the two I own). The copyright pages are rudimentary compared to those in 'Tough Luck (Giant Size)' from December 1984, so that provides an endpoint. Incidentally, I have two copies of 'Rise And Shine' with the same 1983 KFC copyright data, but one is Giant Size.
