Essam al-Da'alis (Arabic: عصام الدعاليس, romanizedIssam Al-Da'alis, born 1966), also spelled Daalis or Dalis, is a Palestinian politician and Hamas member who, on 13 June 2021, was appointed as head of the Government Administrative Committee of the Gaza Strip,[1][2][3] a position also referred to as "head of Government Follow-up Committee" and often compared to that of Prime Minister or head of government.[4] He was appointed by the Hamas-aligned Palestinian Legislative Council, which was meeting in Gaza.[5]

Despite performing, from 2021 up until the beginning of the 2023 Israel–Hamas war, day-to-day work in the Gaza Strip akin to that of a head of government,[4] Da'alis, in contrast with most other Hamas's leaders, has not been the target of Western sanctions.[6]
