Elvin Pashayev (born 1983) is an Azerbaijani individual. He obtained his secondary education at Nature-Humanitarian School Number 18, named after M. B. Israilov, in Shirvan city. From 2000 to 2004, Pashayev pursued his bachelor's degree in Regional Studies at the Faculty of History of Baku State University.

From 2004 to 2005, Elvin Pashayev served in the Army of the Republic of Azerbaijan, completing his active military service.

From 2005 to 2007, Elvin Pashayev earned a master's degree at Baku State University. Subsequently, between 2007 and 2009, he pursued further studies in Finance and Credit at the State University of Economics.

In 2021–2022, Elvin Pashayev participated in the "Innovation in the Public Sector" and "Innovation and Nature-Based Solutions in Urban Management" programs at Lund University, Sweden.

He has completed training and professional development courses in various educational institutions, including those in the People's Republic of China, National School of Public Administration (Poland), and the Eastern Partnership Center of the Republic of Estonia.

In 2021, Elvin Pashayev achieved the Project Management Professional (PMP)® international certificate from the Project Management Institute of the USA. Additionally, from 2012 to 2016, he served as a doctoral student at the Bakikhanov Institute of History of the Azerbaijan National Academy of Sciences.[3]

In 2003, he started working as an inspector in the Human Resources Department of Baku City Clinical Hospital No. 1. From 2006-2012, he worked as a senior consultant at the Center for Social Protection of the Population, Ministry of Labor and Social Protection of the Republic of Azerbaijan, then as a senior consultant and sector manager in the Personnel Department of the Ministry's Office.

From 2012 to 2018, he worked as the deputy head of the Human Resources and Training Department of the State Agency for Citizen Service and Social Innovations under the President of the Republic of Azerbaijan, and then as the head of the department.

From 2018 to 2022, Elvin Pashayev served as the head of the Department of Human Resources Management at the Office of the Ministry of Agriculture of the Republic of Azerbaijan. During this period, he also held positions as the deputy head of the Office and the head of the Departments of Human Resources Management, as well as the Science, Education, and Human Resources.

Furthermore, between 2014 and 2019, Pashayev worked as a teacher at the Academy of Governance under the President of the Republic of Azerbaijan[4]

Elvin Pashayev is married and has three children.[5]

Socio-political activity[edit]

Elvin Pashayev has been a member of the New Azerbaijan Party since 2002.

Elvin Pashayev is one of the founders of the Azerbaijan Human Resources Association Public Union (AIRA) and currently serves as the Chief Adviser of the Civil Service.

Elvin Nazim oglu Pashayev was appointed as the head of Goygol District Executive Power by Order No. 3388 on July 25, 2022, issued by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev.[6]

Awards[edit]

Elvin Pashayev was awarded the medal "For Distinction in Public Service" by Decree No. 2116, dated June 23, 2020, issued by the President of the Republic of Azerbaijan.[7]
