Antonio Enrique Tarín García (11 March 1976 – 7 April 2023) was a Mexican politician affiliated with the Institutional Revolutionary Party. He held various positions in the government of Chihuahua and was a substitute federal deputy for District 9 of Chihuahua in the period 2015 to 2018 without ever taking office. On 7 May 2017, he was arrested for the crime of aggravated embezzlement, to later be linked to the process and years later released to continue his processes out of prison.[clarification needed]

Political career[edit]

At the beginning of his period as governor, César Duarte Jáquez appointed Tarín as director of Administration and Finance of the Chihuahua Health Institute in 2010, and on 30 October 2013, he became president of the Acquisitions and Services Committee of the State Treasury Department.[1]

In 2015, Tarín requested a license to the last position when the PRI candidate for substitute federal deputy for District 9 was postulated[clarification needed] and Carlos Hermosillo Arteaga being the primary candidate, they were elected for the LXIII Legislature that would conclude in 2018. At the end of the Tarín electoral campaign, he returned to his post until the end of the government of César Duarte.[2]

Accusations of corruption and substitution attempt[edit]

When Javier Corral Jurado assumed the position of governor in 2016, Tarín was accused[by whom?] of corruption and mismanagement of public resources, in particular of diverting funds to shell companies created by himself, such as one called FRITAG.

On 20 March 2017, Tarín attempted to assume Hermosillo Arteaga's vacant seat after he was killed in a car accident.[3][4] Eight days later, he tried to protest the law[clarification needed] as a proprietary deputy before the Chamber of Deputies. This fact[clarification needed] would immediately give him the protection of parliamentary jurisdiction, which in his case would prevent any arrest warrant issued against him from being exercised. This led to a confrontation between the parliamentary factions of the PRI and its opponents of the PAN, PRD, and MORENA[who?]; noting that they sought to protect Tarín from the arrest warrant issued against him the same day by the Chihuahua prosecutor's office. After awaiting the aforementioned negotiations[clarification needed], the PRI announced that its protest was postponed until its legal situation was clarified.[5]

Consequently, and to avoid being arrested by the police agents who were waiting for him outside the legislative compound, he remained sheltered there throughout the night until he received an injunction that suspended the arrest warrant against him,[6][7] after which he finally left the Legislative Palace of San Lázaro.[8][9] After these events, Tarín stated that he was innocent of the accusations and suffered political persecution by the government of Chihuahua.[10]

Incarceration[edit]

On 7 May 2017, Tarín was arrested in a rented apartment in Mexico City,[11] on new charges of aggravated embezzlement, separate from that from which he managed to obtain protection from a federal judge. He was subsequently transferred to Chihuahua, to later be linked to the process[clarification needed] on 6 June.[12] On 20 December 2021, a judge changed the precautionary measures against Tarín, granting him house arrest and the use of a locator bracelet.[13]

Death[edit]

On 7 April 2023, Tarín died at age 47 when he jumped from a vehicular bridge in Chihuahua City.[14]
