Andrew Kan Kai-yan (Chinese: 簡啟恩) is a Hong Kong law enforcement administrator who has been serving as the director of the National Security Department of the Hong Kong Police Force since December 2021.

Career[edit]

In December 2021, he was promoted to the directorship of the National Security Department, replacing Frederic Choi.[1]

Sanctions[edit]

On 15 January 2021, Kan was sanctioned by the government of the United States under Executive Order 13936 for his role in implementing the National Security Law.[2][3][4][5][6][7][8]
