Suspected sockpuppets

The user has been coming back with new user names to make changes to https://en.wikipedia.org/wiki/Premakeerthi_de_Alwis page even after he was advised repeatedly that slander was unacceptable on Wikipedia. Eventually previous users accounts Wipeouting and Academiava were blocked by Administrators but Academiava2 account has been used on the talk page to do his ramblings and I am certain that he will vandalize the page again once the block expires. There have been a number of accounts beginning with Academiava which have been blocked. I had a look and an IP block isn't possible.
