- File is claimed to be PD because the WA State Digital Archives claims many of the images are public domain at their website. Unfortunately, the same website says that some content may not be in the public domain, and could therefore be un-free. According to the website, the only way to be sure is to contact them for permission. Unless there is more proof that this file is in the public domain (Maybe an email from the archives sent to WP:OTRS) I'm afraid that we cannot keep the file under a free license.
