- My guess is that the uploader only filled in the colours for the different countries and that this is based on a different, unidentified, map. This map needs to be identified and checked for licence compatibility with CC-Zero as specified here. Stefan2 (talk) 13:09, 12 March 2012 (UTC)[reply]
- The colors is based on the classification of nations in the data tables. Here is one: [1]. There is another for the "Plus Results" for some additional nations.[2] (page 42, all new nations stated to be statistically below the OECD average). There is no map. The uploader has now changed CC-BY-NC-ND into CC-BY-SA (no version number specified) in the licence section, but there is still a link to a CC-BY-NC-ND licence in the permission field in the information template. No evidence of permission from the author, but the uploader claims to have permission which at least covers Wikipedia on the file talk page (unclear if it covers something else).
