It is a project page (WP:ELEM). It was created 29 July 2011 by User:R8R Gtrs, and had some 13 edits between July 2011 and July 2012 (13 months). I can say: it didn't catch as a process. I contacted the creator [1] (talk), who concluded: no problem in deleting.
