This page is a policy proposal which failed to receive consensus. Although the header has been changed to “essay,” it still contains policy-like ‘shall’s and ‘shall not’s, and it says that a page may be recreated without mentioning that recreating a page deleted by XfD requires DRV. If it is to be retained, it needs to be rewritten to make it clear that the process it advocates is not in accord with consensus. —teb728 t c 11:11, 29 February 2016 (UTC)

- Keep. SmokeyJoe is exactly right. A failed policy proposal can remain as an essay, with whatever persuasive value readers give it. It is appropriate to tag it is "failed." Fagles (talk) 02:50, 3 March 2016 (UTC)
