The result of the discussion was: Properly draftify . Turns out I can use my mop to shuffle this gently into draftspace so other people can touch it. Comment - The problem with the "title at draft" is a known stupid limitation, which is that the title is ALL CAPS, and the title blacklist stupidly prevents it from being moved as a result. Thank-you. That explains why an attempted move to Draft failed. I assumed it was some issue with repeated recreations or something that would be a reason to delete this. I found one place in wikipedia that discussed this, but only in relation to an implimentation of the software in city of NY. Anyone writing this up is better to start from scratch.
