The result of the discussion was Keep - The argument "no one is using this" is a weak argument in the face of the counter-argument "Hey, I'm using that". Given the existence of Category:Wikipedia administrators who will provide copies of deleted articles, deletion only creates more work for everyone, and pages do make it out of draft years later. I've been quite busy lately but started looking at sources again last weekend. I've spent an hour just now doing some editing and the article is coming along nicely. There's still lots more to do though. As samples of the sources which we have to work with, please see Car ownership in Great Britain and Modelling Car Ownership in Urban Areas. These are substantial papers containing many statistics and pointers to other scholarly sources.
So, we now have some long-awaited improvement and so the stale draft claim is moot. I expect to be able to make improvements to the other drafts in question too — it's just a matter of finding time and energy. But, it's after midnight now and nobody is paying me to do this so I'm going to bed.
