Replace with {{Inactive userpage blanked}}. Reasonable userspace work notes. Does look a little WP:NOR, but that is not forbidden in userspace. CoM was an infamour early adopter of the "userfy-and-hoard" tactic to disrupt article deletion. He had no intention of working on it. As for {{inactive userpage blanked}}, I've left a note on that template talk suggesting what IMO it should and should not be used for (a hint: this is most assuredly in the latter camp).
