Do not delete, replace with {{Inactive userpage blanked}}. Acceptable userpage drafting, an intention to cover a fatal aircraft incident [1]. These articles are are one of Wikipedia's strengths. There are no time limits. In that case, redirect at worst, or leave alone. Do not delete another Wikipedian's notes behind his back. Userspace is for all sorts of purposes, including notes and memory aids, and there is nor rule, nor should there be, on how other Wikipedian's manage their notes.
