A partially complete page is sometimes useful to Wikipedia, because it can be edited into a more complete page. However, if the page doesn't contain at least some information that would be useful in trying to expand it, you may as well just delete it to save having a malformed page around.

This page is heavily malformed (it doesn't look anything like a TimedText: page should, and would be an F10 speedy deletion if it weren't for the fact that TimedText: and File: are separate namespaces for technical reasons), and in order to create a useful TimedText: page here, it'd require listening through from the start to add timestamps and the like. This page thus isn't really useful to anyone who might want to expand it in the future.

Additionally, there are potential copyright issues, given that the "parent" file is being used under fair use. That implies that this page is fair-use too, and because it's malformed (and thus unusable), it's unused, and so fails WP:NFCC#7.

Finally, I tried to delete this page almost a year ago, and it was kept on the basis that someone could improve it (I disagree with this premise: just because a page title is one which could permit a valid page doesn't mean that you necessarily have to keep any nonsense that might have been written at that page title). That hasn't happened; the page has had no edits at all since the last MfD.

I haven't notified the author, User:Epolk, because they've requested not to be notified about file deletions, and this is much the same thing (so this sentence is a username ping). This paragraph also pings User:Salvidrim!, the only other commentor on the previous MfD. --ais523 19:48, 4 October 2015 (UTC)[reply]
