The topics are all to narrow. WP:POG requires that portals be about "broad subject areas, which are likely to attract large numbers of interested readers and portal maintainers", but only two of these bands (Fall Out Boy and AKB48) is even in level 5 vital articles, i.e. the top 50,000 topics. In other words, even those two should come into consideration only we are wiling to create over 10,000 portals ... and there clearly is a consensus to go nowhere near that number.
The pageview stats for Jan–Mar 2019 are also abysmal:
