Comment - I am starting a discussion at the speedy deletion talk page. Maybe there should be a set of criteria for drafts, D1 which is current G13, and D2 for duplicate drafts. Duplicate drafts are common, either where one is accepted or where both are in review, and are the result of good-faith duplication for various reasons.
