This has now been declined 9 times in six months - no amount of inline citations or formatting will change the issue here, which is a total lack of notability and a draft bordering on a hoax. The only tie to the NFL that this person has is that he once had a scout from the Patriots 'look' at him and that he may have coached some players who later went on to play for the NFL, all of which are, as far as I can find, unable to be verified by RS. It's a function that administrators have. They can disable the creation of a page by title if it has been recreated multiple times after AfD/CSD/PROD, is an attack page, a copyright violation, etc. Also, it is more that customary to vote on an AfD/MfD only once.   • Delete with salt. The only claim of notability here that might qualify him for an article under any of our SNGs is completely unverifiable in any of the listed sources — and there's no media coverage about him being shown to mount a "notable anyway because media coverage" claim under WP:GNG. Creator's constant resubmission without improvement has crossed the line into tendentious disruption, so I don't particularly trust him not to try recreating it again anyway — so I do believe salt is needed.
