Image is from BANQ, sourced from Centre d’archives de Laval.
P.79 of Fonds Germain Beauchamp, Terrasses & Plages, Laval Ouest. image is circa 1940. BANQ and The Laval archive both list the image and its collection as public domain.

I pasted the 1950/1965 by error (was other dates in the wiki page). 1940's comes from the source of the Image both in the "Fonds Germain Beauchamp" that's stored in the City of Laval Archives, and The BANQ "Bibliothèque et Archives nationales du Québec" listings of the file.
They're both not easy to search online and impossible send a link directly to the image, but here is another place that is using the same image, and has the reference back to the original source

@TaivoLinguist: When did I ever say that? I am deleting this image because it is a violation of copyright law, not because of any dislike towards Ukraine or "people w/ a camera". TaivoLinguist, those that you listed are all public domain. And in my role as a Commons administrator, I sometimes have to delete images of public art, I don't discriminate by nationality, I just follow copyright law. This particular monument is at least 15 years from the public domain in Ukraine (longer if we know the names of the sculptors since it would be 70 years from their death).
