This is not the logo of the general Kyiv Half Marathon event, rather the specific logo of the 2018 event. As such, the non-free rationale is invalid, as it is not "to serve as the primary means of visual identification at the top of the article dedicated to the entity in question." (this would only be true if on an article 2018 Kyiv Half Marathon). As such, fails WP:NFCC#8, as it doesn't significantly enhance a reader's understanding of the general half marathon topic.
