Fails WP:NFC. As per WP:NFC#UUI, number 1: "Pictures of people still alive, groups still active, and buildings still standing; provided that taking a new free picture as a replacement (which is almost always considered possible) would serve the same encyclopedic purpose as the non-free image." This municipal hall is still standing, and an image of it by a user or contributor can be uploaded locally here on enwiki using uploader's own license since there is still no FOP here. The non-free use rationale table is also wrong; the image does not show the insignia or logo of the town. It is captioned at Cauayan, Negros Occidental as "Municipal hall". It may belong in Confide in Me article, but not the Kylie Minogue (album) one. Sure, the sample helps readers recognize the song and associate with what's discussed in the song article. However, the album article is about the album itself more than the song and inspiration from Middle Eastern music. The description about the song is very brief in the album article.
