Violation of the copyright on the design of the badge. This badge is issued by the UK government,[1] and it is unlikely that the uploader owns the copyright. The design too complex to be exempt from copyright in the UK under the threshold of originality rule, see c:COM:TOO UK. Despite the CC-BY license, this is a non-free file because it's a derivative work (depicting mainly the collage). Since it's used for purely decorative purposes in the article, it would fail NFCC criteria 8. The Squirrel Conspiracy (talk) 23:49, 5 April 2020 (UTC)[reply]

It does not depict mainly the collage. It depicts mainly the lobby of the theater, of which the collage is a portion, so De minimis should apply.
It is not used purely for decorative purposes, as it is used to help illustrate one of the mall's major tenants, which is why it's placed next to the passage in the article body that describes that theater's addition to the mall. Nightscream (talk) 00:25, 6 April 2020 (UTC)[reply]
