"Keep local" because PD stuff gets deleted from Commons all the time. I've taken an established Commons map, one that is used as the basis of dozens of other maps on WP, filled the countries with different colors to illustrate something, and then had it deleted as a copyright violation. Not discussed, just deleted. There's no rhyme or reason over there. The only way we can be sure to retain PD images, even the ones we make ourselves, is to keep a local copy. — kwami (talk) 17:37, 21 September 2017 (UTC)[reply]
The concern raised has nothing to do with 'keep local'. The source you attributed to create this derivative is dead. Without it, we cannot verify the copyright status of the image, which in turn would satisfy WP:CSD#F4. -FASTILY 19:56, 21 September 2017 (UTC)[reply]

No objection to deletion of the local copy. Long time ago, but someone was dubious about using these expired-copyright photos, maybe because the photos could have had a separate copyright?
