Image is almost certainly flickrwashed. The EXIF data shows photoshop and the person has only uploaded one file to Flickr. It even says "copy" in the description. The original image (at least part of it) has been used previously on Forbes Majora (talk) 17:43, 29 April 2017 (UTC)[reply]

@George Ho: As far as I know, the copyright holder would have to request a takedown from Flickr. I'm not aware of any method for us to report it. If the file previously said Public Domain on their website, Supcmd, that changes everything. If the copyright holder has at any time released it into the public domain, then it is and stays in the public domain. Can you find proof that the website previously listed it as public domain?
