Purely a matter of usefulness/uselessness; the copyright situation is not a problem. As a portrait of an insignificant person, it's really not useful except in the person's biography — q.v. Wikipedia:Articles for deletion/Scott Cullather. This isn't going to be used here at Wikipedia, and it's not potentially useful for educational purposes, so it's out of scope at Commons.
