  • Merge -- They amount to much the same thing. Occasionally British people were in India for several generations: I came across a case of a man, apparently as English as me, who needed to be naturalised becuase both he and his father had been born in India.   • Oppose for Jews, Tartars, Cossacks and Armenians, because these people were in their native Empire. Most of the other ethnic items are for expatriates or their descendants. Equally internal exiles, which was a sentence imposed by the Russian Empire. The Lithuanians and probably Ukrainians probably need renaming to the same format as the Jews and Tartars.
