Nominator's rationale: There's only one "Filipino press secretary" at any time, which is at Category:Secretaries of the Presidential Communications Office of the Philippines. Presidential spokespersons are another office, and sometimes co-exist with the secretary of the Presidential Communications Office. The secretary, whenever there is a presidential spokesperson, is a "behind-the-scenes" person, while the presidential spokesperson is the one you'd always see on TV.
