Non-notable business centre. Despite the impressive name, this is just an office complex that happens to be part of the WTC network. As such, it needs to demonstrate notability per GNG, but the sources cited don't come even close to this, and a search finds nothing of substance. Weak keep. I managed to find detailed coverage in this source, while of uncertain reliability, it pointed me to https://et.wikipedia.org/wiki/Raadio-Elektroonika_Tehas#Hoonestu, which describes the redevelopment project, using sources such as https://arileht.delfi.ee/artikkel/50723547/ret-i-arengugrupp-ootab-pilvelohkuja-ehitamise-luba, and I was able to find http://www.estonianart.ee/architecture/the-new-forekspank-%C2%ADacclaimed-bank-architecture/ as well, searching for sources related to Raine Karp.
