Serving on city council in a non-metropolitan city does not satisfy WP:NPOL, and the article is not well-sourced enough to get over WP:GNG either. I'm inclined to agree with Dennis Brown above, the center named after him would likely qualify for an article under WP:ORG — and that article could easily contain a brief biographical note about the politician it was named after, without him needing a separate standalone biography.
