Delete. As usual, neither "ran as a candidate in an election he did not win" nor "state-level president of a political party" constitute instant notability freebies just because the person existed — but a primary source profile in an election results directory and one short blurb announcing his death are not enough coverage all by themselves to get him over WP:GNG.
