Do not speedy keep, merge to smoking in Canada. "Smoking in Canada" is a part of a worldwide series, "Smoking cessation programs in ..." is not. The smoking in Canada article is infinitely better than the one discussed here, and primarily deals with smoking bans, so fits the smoking cessation topic well.
