Keep -- Thane Municipal Corporation is the governing body for Thane (population just under 2 mil people), and deputy mayor appears to be an elected position. For comparison, the city of Chicago is over 2 mil ppl, and most of its aldermen have articles: Chicago_City_Council#Chicago_aldermen. To prevent systemic bias, I'm voting keep.
