  • Comment. @Mangoe: Not specifically related to North Valley City, but I found this list of resources about North Dakota place names: https://www.familysearch.org/en/wiki/North_Dakota_Gazetteers If you have access to any of these publications (perhaps at your local library), you might be able to better tell whether a GNIS point was a community or not.
