Delete. Surat is a large enough city that he could clear WP:NPOL #2 if the article were reliably sourced over WP:GNG, but this is referenced entirely to primary sources (his political party's website, the website of the city government) — and it's not an internationally recognized global city, which is the status it would take to grant him a presumption of notability in the absence of better sourcing than this.
